GOP group fined for campaign ads

A judge issued a $7,150 fine to a Front Range group that flouted election laws last fall by not reporting spending on mailings attacking Democratic Garfield County commissioner candidate Steve Carter.

The Colorado League of Taxpayers, a group tied to Republican activist Scott Shires of Aurora, spent $2,400 on the mailings in the heated race centering on oil and gas issues, but never filed an electioneering report with the state. The mailer featured a picture of a wolf and a full moon, informing taxpayers that Carter, who promised stronger oil and gas regulations, would make them howl. Carter lost the race by 685 votes, carrying 48.3 of the electorate.

The group admitted to the infraction two weeks ago. The fine, handed down by Administrative Law Judge Robert N. Spencer under the jurisdiction of the Colorado Secretary of State’s office, is based on a rate of $50 per day each day from when the filing was due — Sept. 29 — until nonprofit watchdog group Colorado Ethics Watch filed a complaint Feb. 20.
